A spray-in bed liner can be fairly rough, bumpy, which would make it difficult for adhesive to stick to. What I recommend when installing the Access LED truck bed lighting system, # A70380, is to smooth out the area where you want to attach it. I reached out to my contact at Extang to see if they knew of any issue with compatibility with your 2017 Chevy 3500 with factory LED bed lights, and they said the only thing you will need to be aware of is the possibility of moving wires before clamping. In addition to the 12 inch Access LED lights # A70380, there is also an 18 inch, # A80312 (runs off of 3 AA batteries), 24 inch, # A80296, 39 inch, # A80150, and 60 inch length, # A80170. All but the 18 inch length run off of a 12 volt system (vehicle battery).
If you have or made a 12 volt battery pack that you could also mount in the truck bed you could attach the other lengths to it to power the lights. Electronics shops like Radio Shack might have what you need to make that happen.

There are a couple of places you can access a dedicated brake light only circuit on your 2014 Chevy Silverado. First, you can tap into the circuit behind the third brake light on the cab of the truck. You can also get the signal from the CHMSL or stop light fuses. Use the vehicle owners manual and/or power distribution box lid to locate the fuses for the center high mount stop light (CHMSL) or stop light circuit.
